Psychological Safety, Measurement, and Moving from Tolerance to Trust
Psychological safety is often talked about as a feeling, but feelings are not enough to change systems. In this appendix, I introduce the Safety Spectrum Baseline, a practical framework for measuring psychological safety as a dynamic organisational capability rather than a vague cultural aspiration.
This chapter breaks down how organisations can assess where teams currently sit on the Safety Spectrum, from Threat to Tolerance to Trust to Thrive, using real indicators rather than assumptions. We explore how silence, politeness, disclosure comfort, error reporting, and participation all reveal the true state of safety at work, especially for neurodivergent employees.
You’ll learn how to establish a baseline using mixed data, including surveys, behavioural observation, and qualitative insight, and how to translate those findings into meaningful governance, risk, and leadership metrics. This appendix connects psychological safety directly to risk management, performance systems, and board-level accountability, aligning with ISO 45003 and contemporary safety science.
The Safety Spectrum Baseline is designed to help leaders move beyond performative inclusion and into measurable, repeatable change. It provides a foundation for tracking progress over time, identifying systemic drivers of fear or trust, and embedding safety into the way decisions are made, work is designed, and leadership is evaluated.
